I am trying to re-submit pictures to Crest and everytime I hit the re-transmit button it gives me this screen (Attached)

be sure that your system is up to date with all the windows updates. Keep in mind that you will need to run window updates until Microsoft tells you that there are no more updates. If this does not work have your IT check your windows update history to veirfy that updates are installing successful.
